Matthew Bailes - Director, Regulation

Matthew is Director of Regulation at the Tenant Services Authority. Previously, he was Head of the Affordable Housing Division in the Communities and Local Government Department following a career in the civil service which included roles in corporate finance, policy on the Fire and Rescue Service, regional government, regeneration, and a spell in the Ministry of Defence.

Adam Broadway - Managing Director, Instinctively Green

Adam Broadway, Managing Director is a professional planner and housing expert with over 20 years senior management and practical experience in the design, procurement, project management and delivery of affordable housing and several years experience in the delivery of strategic sustainability advice. A committed, practical business leader, Adam has spent the last three years with Beyond Green as a leading sustainability consultant. His key responsibility was development management work, providing strategic advice and project management support to a range of clients on procurement and delivery options on built environment and corporate projects. Instinctively Green was founded in September 2009. The company is privately owned and based near Cambridge, UK. The company was formed in response to a growing demand for practical advice and support on sustainability issues.

Terry Fuller - Regional Director, Homes and Communities Agency

Terry Fuller joined the HCA in 2008. He joined from Taylor Wimpey Developments where he was MD of Major Projects and Affordable Housing.

Terry had spent some 12 years in public-sector housing management, starting with GLC in 1978, prior to spending the last 20 years in the housebuilding industry with Barratt, Lovell and Taylor Woodrow, delivering approximately 20,000 affordable homes and public-sector urban regeneration schemes across the UK valued at more than £4bn.

He was also chair of the HBF Affordable Housing Group and a member of the HBF Planning Committee. He has been a member of five different ODPM/DCLG working groups relating to planning and affordable housing, as well as simultaneously spending 10 years on four different Registered Provider boards. He was previously an editorial board member of ROOF magazine.

Since establishing the East of England operation, Terry and his team has successfully delivered homes, jobs and investment to the local area. Terry has also run numerous free courses for the public sector in viabilities and negotiating section 106 agreements.

Robert Grundy - Head of Housing Investment Consultancy, Savills (L&P) Limited



Andrew Heywood - Andrew Heywood Consulting

Andrew Heywood is a consultant specialising in housing and mortgage markets, regulation, governance and European issues, with significant clients in the housing and mortgage sectors. He is editor of the journal Housing Finance International and a visiting fellow of the Smith Institute. In his former role as deputy head of policy at the Council of Mortgage Lenders, Andrew had specific responsibility for lending for social and affordable housing, low-cost home-ownership products and the private rental sector. He led the Council's work on European issues, focusing particularly on mortgage and consumer credit regulation and also co-ordinated its position on UK consumer credit issues. Andrew has excellent contacts with lenders, politicians and officials in the UK government, the regulatory authorities and in Europe. He has held board level positions with a number of organisations. Andrew writes for a number of publications and is a regular columnist for Social Housing magazine.

Waterland Associates was set up in 1997 by Chartered Architect David Smith BA, Dip. Arch., RIBA

Starting as general architects practice, it has developed into a full service business, offering architecture, interior design, project management and construction.

The team consists of qualified architects, building technologists, interior designers and project management specialists.
